Established in 2004, Israel Natural Gas Lines (INGL) was created to lead the development of the natural gas sector, as well as to plan, construct, and operate Israel's natural gas transmission system. Twenty years later, Israel can proudly claim one of the world’s most advanced transmission systems, with approximately 900 kilometers of maritime and terrestrial pipelines and dozens of gas facilities, backed by an investment of over ₪8 billion. Over the past two decades, INGL has spearheaded the natural gas revolution in Israel, connecting private power stations to the system and driving the liberalization of the electricity market. This has led to the creation of a modern, competitive electricity market. As a result, Israel boasts one of the lowest and most stable electricity rates in the Western world, thanks to natural gas, which has reduced electricity production costs by tens of percentage points and generated substantial savings for the economy. Additionally, natural gas has played a key role in reducing greenhouse gas emissions, contributing significantly to environmental protection. The national transmission system transports approximately 80 million cubic meters of natural gas daily, worth billions of shekels, to major entities such as the Electric Company, private electricity producers, large industrial plants, regional distribution companies, and export customers in Egypt and Jordan.

The availability and reliability of the transmission system established by INGL are crucial to maintaining the functional continuity of Israel’s electricity sector and ensuring its energy independence. In addition to its activities in the domestic market, INGL has worked to develop export routes, laying the groundwork for new offshore gas reserves, enhancing the reliability of the local gas sector, securing natural gas royalties for the state, and strengthening geopolitical ties with neighboring countries. In the coming years, INGL will continue expanding the transmission system, completing the conversion of the Electric Company’s coal units to natural gas, implementing export agreements, promoting future export solutions, and integrating into the Ministry of Energy’s zero-emissions policy and transition to clean energy by 2050, including the development of a hydrogen economy. Engineering Division

The Engineering Division is responsible for defining and managing project planning for the construction of transmission systems, including pipelines, pigging stations, and PRMS stations, while overseeing progress, resolving challenges, and connecting stations to electrical and communication infrastructures. The division’s activities include:

  • detailed engineering design for the transmission system and its facilities, including plans to upgrade the existing infrastructure. Statutory planning involves the preparation of national and regional outline plans, coordination with third parties, managing the process of obtaining building permits, providing professional support to the Asset Committee, overseeing land regulation, handling compensation payments, and adhering to sustainable development and environmental guidelines. The division establishes procedures for the design and operation of electrical systems across all company facilities, while overseeing design, manufacturing, and installation processes for electrical systems. It manages project schedules and integration from initiation to operation. Additionally, the division defines quality specifications, required standards, procedures, and provides professional support for equipment procurement for system construction. It is also responsible for ordering PRMS facilities (pressure reduction and measurement) and designing them for consumers. Coordination with the Tender Committee and participation in contractor selection are key aspects of its role. The division also supports internal processes, such as transmission agreements with consumers, equipment supply, and the activities of the construction and operations departments. Furthermore, the division manages the company’s headquarters during security and safety emergencies within the transmission system.
Construction Division
  • The Construction Division is responsible for all pipeline installation work and for connecting the company’s customers to the national transmission system. The project management framework of Israel Natural Gas Lines, through its Construction Division, operates on multiple levels, including:Overseeing the construction of all company projects, both in expanding the national transmission system and connecting customers.
    Engaging supervision and management companies to ensure the establishment of the national transmission system follows relevant procedures and standards.
    Ensuring quality control through an external third-party body.
    Conducting cold commissioning tests to verify that the system is intact and ready for gas flow.
    Managing project budgets.
    Monitoring project schedules to ensure timely completion and adherence to budget targets.
Finance and Procurement Division

The division’s activities include:

Managing accounting and financial reporting.
Overseeing budgets, controls, and project analysis.
Managing capital raising and financial investments.
Liaising with relevant government ministries for the company’s economic operations.
Managing, developing, and upgrading the company’s information systems.
Handling the company’s procurement and contracting processes.
Overseeing the company’s credit rating.
Managing insurance arrangements.
Managing finance, collections, and bookkeeping.

Operations Division

“The division includes the Maintenance Division, Electrical and Control Division, Security and Emergency Division, as well as the Procurement and Contracting Departments, Line Supervision, and Cathodic Protection.

Maintenance Division:
The Maintenance Division is responsible for conducting regular inspections and planned preventive maintenance at company facilities in accordance with company standards. The division ensures safe and precise execution, with rapid response times for both routine maintenance and emergency fault handling. Its responsibilities include receiving and inspecting facilities such as pigging stations, PRMS facilities, and new pipeline segments, conducting acceptance tests for new facilities (Cold Commissioning), and performing tests with gas (Hot Commissioning and Gassing Up). It is also accountable for marine infrastructure, conducting annual surveys to monitor system integrity, and maintaining and servicing existing systems. Additionally, the division supervises work at gassed stations, oversees the expansion of stations in line with the company’s development plan, and leads projects aimed at upgrading existing facilities.”

Electrical and Control Control Room and Gas Control Department: Monitors and supervises continuously (24/7) the transmission network using data collection systems and systems for transmitting them to the control room, monitoring systems, and sensing devices to collect data from gas stations, monitoring and following up on the integrity of data and the integrity of gas flow and transmission. Measurement Department: Operates an advanced fiscal metering system and monitors the composition and quality of gas along the national transmission network, performing routine/periodic checks to ensure their integrity. Applications Department: Develops in-house control systems for SCADA, HMI, and PLC software, and other advanced operational software globally for continuous and comprehensive control of the gas transmission and supply systems. Electrical and Cathodic Protection Department: Inspects, checks, and operates power supply and backup systems and the quality of electricity at all stations, including cathodic protection systems to maintain the reliability of the buried longitudinal pipelines. Security and Emergency Division – The company operates a nationwide security system that provides optimal security coverage for natural gas facilities. Patrol System: Line patrollers who patrol along the route and between facilities. Physical and Electronic Protection: Includes physical and electronic security measures. National Security Center: For centralizing and supervising the security system, Information Security: Emphasizing information security in information systems, Emergency: Preparedness to handle emergency situations.

Business Development and Innovation Division

The Business Development and Innovation Division is engaged in promoting the company in the face of the changing energy market. The division sees the evolving energy market and INGL’s unique position in the value chain as an opportunity to lead processes both within and outside the company and is responsible for preparing and implementing work plans on various topics:

  • Supporting the development of a holistic energy market: Promoting adherence to government emission reduction targets, decentralizing electricity production, and facilitating the sale of Israel Electric Corporation power stations.
    Branding and customer management: Building partnerships with the private sector and strengthening the company’s brand presence.
    Participation in regional forums: Engaging in and creating platforms for regional collaboration and dialogue.

Legal Department

The department’s role is to provide the company, through its various divisions, with ongoing legal advisory services in a variety of legal fields, and to represent the company in legal proceedings in various courts. Commercial agreements in the natural gas sector, with the company’s customers, natural gas suppliers, and various entities operating in the field. Tender procedures according to the Mandatory Tenders Regulations and drafting contracts for hiring contractors, suppliers, and consultants for the company. Real estate, planning, and construction matters, and various proceedings with landowners, infrastructure and environmental bodies, and licensing and planning institutions.

Managing regulatory interactions with state authorities and government ministries across the company’s various operations. Ensuring corporate governance and compliance with corporate and government company law. Overseeing debt raising, financing transactions, and compliance with securities law, as the company’s bonds are traded on the Tel Aviv Stock Exchange. Providing legal advice on other relevant areas, including labor law, conflicts of interest, municipal taxation, and occupational safety.
